Job Description:

Position Title: Book Keeper/Deputy CAO

REPORTS TO:  Chief Administrative Officer (CAO)

POSITION SUMMARY:

The Town of North Rustico is a small but vibrant municipality located on Prince Edward Island’s north shore with a population of approximately 700 residents. The municipality provides fire service, land use planning, parks and recreational programming, emergency measures planning and municipal water and sewer utilities.

This position provides the services of a financial book keeper in managing the day to day financials of the Town, Sewer and Water Utility, Fire Department and Eliyahu Wellness Centre Canada Games Place. The ideal candidate will also have authority to act as Deputy CAO.

DUTIES AND RESPONSIBILITIES:

  • Proficient in accounts payable and receivable
  • Issue payroll and government remittances
  • Prepare monthly financial reports
  • Bank deposits
  • Petty cash/bank reconciliation
  • Prepare and issue invoices and statements
  • Receive payments for invoices and applications
  • Research funding & prepare funding applications
  • Record donations and issue tax receipts
  • Working closely with CAO, Mayor and Town Council
  • Promote and maintain good public relations
  • Plan and attend monthly Council and Committee meetings
  • Record minutes from meetings
  • Organize and attend public meetings
  • Assist the CAO in conducting municipal elections
  • Aid in the organization of special events
  • Investigate, document, report and follow up on resident’s complaints
  • Attend information sessions
  • Other administrative duties as assigned by the CAO

QUALIFICATIONS:
Education: Post-secondary Accounting Technician Diploma or equivalent experience.

Experience:

  • Minimum 2 years experience with A/P and A/R in an office setting, preference would be municipal or not for profit environment;
  • Demonstrated working knowledge of Sage Accounting Software, Word and Excel;
  • Working knowledge of the Municipal Government Act would be considered an asset.
