Job Description:

The Interim Chief Administrative Officer (CAO) of the Rural Municipality of Mount Stewart reports to the Municipal Council (1 Mayor and 6 Councillors). The CAO has a range of duties and responsibilities, including but not limited to:

  • Supporting Mayor and Council with council meetings, including drafting related documents, helping council to make informed decisions, and ensuring adherence to the Municipal Government Act and related statutes
  • Oversee day-to-day operations of the municipality and its utility, including management of staff, delivery of programs, event-planning, property management
  • Financial and administrative management of both the municipal and sewerage accounts, including paying bills and invoices, issuing invoices, payroll, budget creation, and financial planning
  • Interpret, uphold, create, and amend policies and bylaws
  • Communicate about municipal matters via social media, email, newsletters, website
  • Coordinate emergency response alongside the Emergency Management committee, including operation of the Mount Stewart Community Complex as a reception/warming centre in the event of an emergency or disaster
  • Much more, as needed by Council, residents, or as assigned to a CAO in the Municipal Government Act

This role requires a wide range of abilities and skillsets, and the municipality will provide training and onboarding for the successful candidate. A qualified candidate should have a post-secondary degree or diploma in public administration or public policy, business administration, accounting, other social sciences or humanities, or demonstrated equivalent professional experience.

The Municipal Office must be open a minimum of 20 hours weekly to the public, therefore the role is in-person in Mount Stewart and cannot be remote or hybrid. The Interim CAO may set their own office hours as long as they meet the weekly minimum requirement as set by the Municipal Government Act. The Interim CAO must be available for once-monthly weeknight Council meetings, and other evenings or weekends as needed.

The contract is to cover one year of maternity leave of the current CAO, which is expected to begin in the latter half of June. To complete onboarding and training, a successful candidate would ideally be available to start part-time in May. Candidates that can adapt to this flexible start date will be prioritized. The expected end date of this contract would be late June 2025.
