Reporting to the Registrar & Statistics Officer, the Fisheries Inspector is responsible for the delivery of the inspection, compliance, and enforcement under the Fish Inspection Act and Regulations and the Fisheries Act and Regulations.
The overall focus of the position is on inspection, compliance, and enforcement of Provincial regulatory requirements for the following activities: buying, selling, and processing of fish and fish products, providing advice and recommendations on the delivery of an inspection or enforcement program, and ensuring compliance with the PEI Fisheries Act and the PEI Fish Inspection Act and respective regulations.
Duties include:
- Issues licenses to establishments and/or persons who directly or indirectly sell or re-sell fish, prescribing and attaching conditions, for the issue, suspension or cancellation of such licenses, as prescribed in the PEI Fish Inspection Act;
- Collects license fees for the issue of licenses and grading and inspection certificates as prescribed in the PEI Fish Inspection Act;
- Inspects processing establishments, transport vehicles, and buying stations;
- Inspects seafood products to ensure final product standards are met in accordance with Government Regulations;
- Advises new processors and buyers on construction of facilities and equipment to be used;
- Inspects buying records of provincially licensed fish buyers for accuracy and detail;
- Interfaces with other provincial Departments, Canadian Food Inspection Agency (CFIA), Department of Fisheries and Oceans (DFO), and RCMP;
- Works with CFIA inspectors to ensure provincial quality standards for the harvesters and processors are consistent with federal regulations;
- Performs microbiological tests when necessary;
- Conducts enforcement activities through interpretation of application of legislation, regulations, and policies;
- Issues warnings, provides outline of work to be accomplished to meet regulation standards, and conducts follow up inspection to ensure worked was completed;
- Interviews and takes statements from witnesses, and searches for evidence, seizes property and maintains security of evidence;
- Collects, examines and analyses information and evidence from investigation, and recommends appropriate course of action to Manager and Director for further action;
- Prepares, issues, and serves verbal and written warnings, violation tickets, appearance tickets, summons and lay charges in situations of non-compliance;
- Consults with Provincial Court or Attorney General’s office and recommends penalties regarding violations;
- Appears in court and presents evidence under oath as required;
- Maintains documentation and all records of licensing, inspection, compliance and enforcement activities;
Compiles reports; and - Other duties as required.
Minimum Qualifications:
- Completion of post-secondary diploma or certificate in a related program;
- Considerable experience in the seafood industry or related field (food quality, food safety, or inspection services);
- Experience in enforcement of legislation, policies or processes;
- Demonstrated equivalencies will be considered;
- Knowledge of the Fisheries Act and Fish Inspection Act and associated regulations;
- Excellent oral and written communication skills;
- Proficiency in Microsoft Office 365; and
- Possess a valid driver’s license.
Other Qualifications:
- Knowledge of the fishing industry, fish resources, fish buying and processing; and
- Industry related courses including Quality control programming, Nutrition Labelling, Molluscan Shellfish Quality
- Management, Dockside Grade and Standard Operating Procedures (SOPs)
Preference will be given to UPSE Civil Employees as per the UPSE Civil Collective Agreement.
