MANAGER OF PUBLIC WORKS
NATURE OF WORK: This is a professional management position responsible for delivery of a wide range of municipal public works and related services including the leadership and management of the public works and affiliated areas. The manager provides forward thinking leadership, technical and managerial expertise to achieve departmental objectives, progressive planning policies and sustainability practices.

ORGANIZATIONAL RELATIONSHIPS:
- Reports directly to the Director of Community Services.
- Leads the Public Works team of field management, office administrative, permanent operational and seasonal employees.
- Works closely with other department managers, and relates to Council through the Director as well as directly through various Standing Committees.
- Develops and fosters close working relations with various external government agencies, consultants, and associated professional groups.
- Deals with the public with integrity and in a professional and courteous manner.
- As a committed member of the senior leadership team for the City of Charlottetown, the Manager of Public Works provides valuable input for strategic planning to assist the organization in meeting the goals of Council, and acts as a positive role model for all employees throughout the organization in provision of excellent service to our citizens.
PRIMARY FUNCTIONS/ACCOUNTABILITIES:
- Provides leadership and accountability in achieving the goals and objectives of Public Works Department.
- Develops and monitors global and specific project budgets for responsible areas; works with Finance to ensure appropriate level of detail in accounting to delineate costs as appropriate.
- Assists in development of Committee meeting agendas and follows up with Committee and Council directions, questions and information transfer
- Provides advice and recommendations to Committee on technical and operational issues pertinent to operations and City practices; as directed or appropriate prepares presentations, reports, and recommendations for the Director, Council, and Standing Committees for review and/or approval as well as input to the formulation of relevant strategies, policies and procedures.
- Provides high level of customer communications to public and staff in a department which has large degree of public service; monitors and ensures same communications by staff
- Liaises with consulting sector on specialized areas or projects beyond the capacity of in-house staff
- Manages the development, implementation, and continuously monitors the necessary operational procedures to undertake regular operations and any special projects, ensuring consistency with City policy, procedures, legislation and bylaws.
- Works closely to provide supporting and cooperative services to a number of other municipal departments, associated boards & commissions, as well as community service groups.
- Acts as a liaison with the Provincial Department of Transportation in collaborative and mutually beneficial ventures.
- Oversees different unionized employees and understands the obligations and implications of such.
- Administers union contracts for over 250 members and participates in negotiations of collective agreements.
- Builds an effective team and develops positive working relations in a constructive culture, which involves hiring, supervising, engaging, training, and development of office administrative and field leadership team.
- Oversees the allocation and development of operational staff, as well as the allocation of all labor, material, equipment and contractor resources toward effective and efficient operations and service.
- Works to minimize property or personal injury claims within the public right-of-way and civic properties; in the event of claims, provides the major determination of acceptance/reject utilizing insurance professionals where necessary.
- Coordinates with department chair, provides the bulk of public media representation on public works matters.
- Oversees a number of bylaws ensuring they are enacted/followed (Street Closure, Snow Removal, War Memorial,).
- Works with considerable freedom and exercises independent judgment in the performance of duties, guided by current policies and sound operational practices.
REQUIRED COMPETENCIES:
- Thorough knowledge of right-of-way infrastructure principles, liabilities, and best practices within the sector.
- Strong organizational, leadership, and conflict-resolution skills.
- Ability to effectively communicate with strong writing, presentation, and listening skills that promote understanding and clarity in a respectful manner,
- Good analytical and critical systems thinking skills.
- Demonstrated ability to develop and maintain an effective Public Works team.
- Demonstrated ability to engage and work effectively with the public and community groups.
- Good personal mastery and performance as a team player, with proven ability to role model the behaviours associated with a constructive culture and a commitment to health, wellness and safety.
- Working knowledge of corporate budgeting principles and the ability to apply financial and budgetary skills.
- Ability to function effectively in a diverse and fast paced work environment with challenging and often competing priorities.
- A strong commitment to ongoing professional development.
REQUIRED QUALIFICATIONS:
- A minimum of seven (7) years of or progressive management experience, preferably within a unionized environment.
- A Civil Engineering degree from a recognized college or university or demonstrated equivalent work experience.
- Full membership (or eligibility) with the Association of Professional Engineers of PEI
- A minimum of five (5) years of progressive supervisory experience, preferably in a unionized environment.
- Demonstrated computer proficiency and advanced knowledge in the use of Microsoft Office software.
- An equivalent combination of education and experience may be considered.
Salary: $107,211.04 – $126.132.89 annually as per the Management Non-Union Salary Grid.
