Job Description:

Finance PEI is a Crown corporation of the Department of Economic Development, Trade and Artificial Intelligence and, along with its subsidiary companies, is the lead financing group for the Province of Prince Edward Island.

Reporting directly to the CEO of Finance PEI, the Director of Lending Services is a key leadership position responsible for building team capacity, fostering a culture of collaboration and accountability, and ensuring employees are supported in their professional development.

This position leads, mentors, and develops a team responsible for delivering complex, lending solutions that support economic stability and growth across Prince Edward Island. The role focuses on high-risk and non-traditional lending opportunities, including restructuring, recovery, and developmental financing, and oversee complex and sensitive lending files to ensure sound decision-making, effective risk management, and positive economic outcomes.

Duties will include:

  • Lead, mentor and support a team of lending professionals, fostering an accountable, collaborative and high-performing work environment
  • Provide leadership in the management of complex, high-risk lending files, including restructuring, insolvency-related processes and other sensitive financial situations
  • Provide strategic advice on financing options for clients, including those involved in Farm Debt Mediation, Companies’ Creditors Arrangement Act (CCAA), Notice of Intention (NOI), and other restructuring or recovery proposals
  • Work closely with government partners, financial institutions, and other stakeholders to develop and implement financing solutions
  • Develop, plan and oversee the implementation of lending programs that support economic stability, recovery, and emerging sectors
  • Prepare Treasury Board and Executive Council submissions, including briefing materials and presentations to the Finance PEI Board, Treasury Board and Executive Council, as required
  • Provide recommendations to the CEO, including clear analysis of options, associated risks, and decision rationale
  • Maintain effective working relationships while managing complex, sensitive and high-profile client situations
  • Support employees’ development through ongoing coaching, performance management, and ongoing skills development
  • Establish clear performance expectations and provide regular feedback to ensure continuous improvement and team development
  • Other duties as required

Minimum Qualifications:

  • Bachelor’s degree in public administration, Business Administration, or a related discipline, with extensive relevant experience
  • Extensive senior-level leadership experience, including managing financial and operational functions
  • Proven ability to lead teams, foster a collaborative and analytical work environment, manage performance, and support employee development
  • Extensive experience in lending or financial environments, including experience managing complex, high-risk or non-traditional lending files
  • Demonstrated experience working with restructuring, recovery, or distressed financing situations (e.g., insolvency processes) is considered an asset
  • Strong interpersonal and relationship management skills, including experience managing sensitive or complex situations
  • Extensive experience in program design, development and delivery
  • Considerable experience in negotiating and administering contracts or funding agreements
  • Considerable experience in policy development, analysis, or policy-related research
  • Demonstrated experience in preparing Executive Council memorandums, Treasury Board submissions, and other official briefing materials
  • Extensive knowledge of accounting principles, financial statements, business planning, lending security, and cash flow analysis
  • Strong understanding of government decision-making processes and policies
  • Strong understanding of legal frameworks relating to financing, restructuring, and insolvency processes
  • Strong analytical and problem-solving skills, with the ability to exercise sound judgment in complex and sensitive situations
  • Excellent written and verbal communication skills, including the ability to prepare reports and briefing materials
