The City of Charlottetown is seeking an experienced and motivated Engineering Technician to join our Public Works Department. Reporting to the Manager of Public Works, this position plays a key role in supporting the planning, design, construction, and inspection of municipal infrastructure projects. The successful candidate will work independently while collaborating with City departments, contractors, consultants, government agencies, utility companies, and the public to help deliver high-quality engineering services to our growing community.

NATURE OF WORK: Under the direction of the Manager of Public Works, the incumbent will provide service to various departments requiring engineering construction management. The incumbent will work independently, show initiative and exercise tact, judgement, and discretion.

ORGANIZATIONAL RELATIONSHIPS:
- Reports directly to the Manager of Public Works.
- Works closely with senior staff from all City departments.
- Develops and maintains working relationships with members of Council, departmental managers, supervisors, and all City employees to provide support to the Public Works Department.
- Develops and maintains positive working relationships with staff of other City departments in order to provide support and assistance with information sharing, as necessary.
- Deals with the public with integrity and in a professional and courteous manner.
PRIMARY FUNCTIONS AND ACCOUNTABILITIES:
- Carry out engineering surveys, including data collection, topographic surveys, and construction site layout.
- Develop and prepare engineering drawings using AutoCAD, construction specifications and tender documents for various capital construction projects.
- Monitor and inspect various contractors and construction sites on a daily basis.
- Liaise with staff across the City, other government agencies, engineering consultants, architects, utility companies, and the public.
- Provides technical support and inspection services to operational staff.
- Oversee the payments of Contractor’s invoices.
- Establishes and maintains effective working relationships with various external agencies.
- Performs other related duties, responsibilities, and functions as required.

- Advanced verbal and written communication skills and the ability to engage others.
- Demonstrated computer proficiency and advanced knowledge in the use of Microsoft Office software.

- Excellent judgment and the ability to handle highly sensitive and confidential data and situations with tact, professionalism, and discretion.
- Exceptional interpersonal skills paired with the demonstrated ability to build and maintain strong relationships with management, staff, and the public.
- A strategic and creative thinker with the ability to work with detailed processes.
- Advanced organizational and time management skills to meet frequent and aggressive deadlines.
- Ability to grasp concepts, methodologies, and approaches quickly and can develop and implement them effectively.

- Ability to work overtime on occasion to accommodate evening or weekend meetings and events.
REQUIRED QUALIFICATIONS:
- An accredited Survey or Civil /Construction Technology diploma.
- Must possess or be eligible for CET designation.
- Must have proficiency in AutoCAD and other software utilized in a surveying environment.
- Must have experience in construction and/or topographic surveying.
- A minimum of 5 years’ experience is required.
- Must possess a valid class 5 driver’s license.
- Experience in construction management and municipal engineering is considered an asset.
- An equivalent combination of education and experience may be considered.
Salary: $72,379.77 – $85,153.47 annually as per the Management and Non-Union Benefits and Compensation Policy.
