Deputy Ombudsperson and Executive Director of Public Interest Disclosure
The Office of the Ombudsperson and Public Interest Disclosure Commissioner is seeking applications for the role of Deputy Ombudsperson and Executive Director of Public Interest Disclosure.
Overview
This position plays a key leadership role in supporting the Ombudsperson and ensuring the effective delivery of services that promote fairness, accountability, and integrity within the provincial public sector. Acting as second-in-command, the Deputy Ombudsperson provides strategic and operational leadership, oversees investigations, ensures the timely and impartial resolution of complaints and disclosures of wrongdoing or reprisal, and provides oversight and direction to staff while supporting organizational priorities. The Deputy also serves as the Ombudsperson in their absence or where conflicts of interest arise.
Qualifications & Experience
The ideal candidate is a highly credible and experienced leader with strong investigative, analytical, and decision-making abilities, combined with a demonstrated commitment to fairness, impartiality, and public service. Successful candidates will possess:
- A degree in law, public administration, social sciences, or related discipline (post-graduate education considered an asset);
- Strong background in administrative law and legislative interpretation; experience with public interest disclosure (whistleblower) legislation is preferred;
- Senior leadership experience, including managing human and financial resources and leading multidisciplinary teams;
- Demonstrated ability to analyze complex, sensitive, and high-profile issues and provide sound, independent judgment;
- Significant experience in complaint handling, investigations, or oversight within a regulatory or public sector environment;
- Proven ability to build collaborative relationships with senior officials, stakeholders, and oversight bodies;
- Excellent written and oral communication skills, with the ability to prepare reports, recommendations, and public communications;
- Ability to maintain strict confidentiality and manage politically and publicly sensitive matters;
- A flexible, adaptive, and innovative approach to problem-solving and organizational leadership;
- Ability to provide thoughtful, independent challenge and advice to the Ombudsperson to support balanced and well-reasoned outcomes;
- Fluency in English is essential, competence in French is considered an asset.
Key Responsibilities
- Providing strategic advice and guidance to the Ombudsperson on organizational priorities, emerging issues, and policy direction;
- Representing the Office in discussions with senior government officials, stakeholders, and other oversight bodies;
- Leading and managing a team of professional staff, including performance management, training, and development;
- Contributing to strategic planning, policy development, and public outreach initiatives;
- Overseeing the intake, assessment, and investigation of complaints and disclosures under the governing legislation;
- Directing and supporting investigations to ensure fairness, objectivity, and high-quality outcomes;
- Identifying and addressing systemic issues and trends, contributing to recommendations with broader public policy impact;
- Ensuring effective daily operations, including service delivery standards, case management, and resource allocation;
- Participating in outreach, education, and professional forums to promote awareness and best practices;
- Conducting complex investigations and preparing reports and recommendations as required.
Terms of Appointment
This is a full-time excluded position reporting to the Ombudsperson and Public Interest Disclosure Commissioner.
Compensation
Salary Range: $61.77-$76.36 per hour (Excluded Level 26) $120,451 – $148,902 per annum.
