Job Description:

Position Summary:

The Rural Municipality of Victoria is seeking a dedicated and knowledgeable Municipal Water & Sewer Manager to oversee the operation, maintenance, and long‑term planning of the community’s water distribution and wastewater systems. This role is essential to ensuring safe, reliable, and environmentally responsible services for residents, businesses, and visitors in our historic coastal village.

The ideal candidate brings technical expertise, strong organizational skills, and a commitment to public service in a small‑municipality setting.

Key Responsibilities:

Operations and Maintenance

  • Oversee general operation of the municipal water distribution and wastewater collection systems.
  • Supervise the W&S Operator (contract).
  • Conduct routine inspections, testing, and supervise the maintenance of infrastructure, including pumps, valves, hydrants, lift stations, and treatment components.
  • Ensure compliance with provincial and federal water quality and wastewater regulations.

Regulatory Compliance & Reporting

  • Supervise the maintenance of accurate operational maps, records, logs, and sampling data.
  • Oversee the preparation and submission of required reports to provincial regulatory bodies.
  • Ensure adherence to PEI Department of Environment, Energy and Climate Action standards.

Planning & Asset Management

  • Assist Council in developing long‑term capital plans for water and sewer infrastructure.
  • Monitor system performance and recommend upgrades, replacements, or efficiency improvements.
  • Maintain asset inventories, mapping, and maintenance schedules.
  • Gain an understanding of systems capacities and both fresh water and wastewater systems’ capability to sustain additional connections.

Customer Service & Community Support

  • Coordinate service connections, disconnections, and inspections.
  • Communicate clearly with the public during outages, maintenance work, or water quality advisories.

Contractor & Project Coordination

  • Work with engineering consultants, contractors, and utility partners on infrastructure projects.
  • Oversee contracted maintenance or repair work to ensure compliance with municipal standards.

Qualifications & Skills:

Required

  • Certification in water distribution, wastewater collection, or related utility operations.
  • Experience working with municipal water or wastewater systems.
  • Strong mechanical aptitude and troubleshooting skills.
  • Knowledge of relevant PEI regulations and safety standards.
  • Valid driver’s license.

Preferred

  • Experience in small‑municipality operations or rural utility management.
  • Training in WHMIS, confined space entry, and workplace safety procedures.
  • Familiarity with GIS mapping, asset management software, or SCADA systems.

Working Conditions:

  • Part-time position: Up to 30 hours/month as needed.
  • Occasional overtime.
  • Combination of administrative duties and fieldwork supervision.
