The Financial Assistant (Level 12) – Purchasing Agent/Accounts Receivable Officer, reporting to the Financial Services Supervisor, plays a key role in supporting the financial operations of the Public Schools Branch (PSB). This position serves as the primary purchasing agent for the PSB and is responsible for processing the full Accounts Receivable (AR) cycle. Working within the Oracle Financial System, the Purchasing Agent ensures procurement activities and receivable processes are efficient, accurate, compliant, and aligned with Branch policies and operational needs.

  • Duties and Responsibilities include but are not limited to:

Procurement & Purchasing

  • Processing requisitions and ensuring items are acquired economically and in accordance with Board policies, procurement standards, and operational requirements;
  • Processing approved purchase orders in a timely and efficient manner, ensuring suppliers receive accurate information;
  • Resolving supplier inquiries, discrepancies, delivery issues, and communicating updates to requesters;
  • Leading all Branch tendering processes, including developing product specifications, coordinating order collection, analyzing tender results, and preparing award recommendations for management;
  • Keeping current with supplier contracts, pricing agreements, and sourcing practices to ensure compliance with established policies;
  • Contacting suppliers to confirm anticipated delivery dates, expedite special orders, address backorders or missed shipments, and communicating information to schools and departments;
  • Providing support  to school staff and departmental personnel regarding procurement procedures, purchasing policies, and accounting practices;
  • Maintaining strong communication with the Accounts Payable team to ensure invoices tied to purchase orders are processed accurately and efficiently.Accounts Receivable:
  • Processing the full Accounts Receivable (AR) cycle, ensuring timely and accurate processing of all receivable transactions;
  • Preparing and issuing invoices for various PSB revenue sources, including Community Use of Schools agreements, rental charges, cost recovery arrangements, and interdepartmental billing;
  • Administering the financial components of the Community Use of Schools program, confirming required documents, adhering to approved rates, and tracking outstanding balances;
  • Monitoring receivable accounts, applying payments, and following up on overdue balances with schools, community organizations, and external partners;
  • Investigating discrepancies, resolving payment issues, and maintaining accurate and compliant financial records;
  • Maintaining AR documentation in accordance with internal controls, audit requirements, and PSB financial policies.General Financial Support:
  • Providing administrative and accounting support to the Financial Services Department;
  • Completing other related duties as assigned by the Financial Services Supervisor.Minimum Qualifications:
  • Completion of a post‑secondary diploma in Business, Accounting, or a related field from a recognized institution;
  • Recent and relevant experience in financial and/or accounting functions;
  • Experience working with spreadsheets and other Office 365 programs;
  • Strong interpersonal, communication, and organizational skills;
  • Ability to work independently and effectively manage multiple priorities;
  • Strong attendance and work record;
  • Applicants must submit a criminal abstract and have no past or present criminal record that would be detrimental when working in an environment involving children, youth, or vulnerable individuals.

    Assets:
  • Knowledge of Public Schools Branch policies and procedures;
